Horace William Shaler Cleveland was born in 1814 in New England. After spending time in New England, New Jersey and New York working in landscape architecture, Cleveland settled in Chicago in 1869, establishing a landscape architectural firm. In 1886, he moved his firm to Minneapolis. Considered a visionary landscape architect, Cleveland was responsible for the design of the Minneapolis park system.
